65c Health Campaign traffic light/plate 1C–1C–1C–1C block x 4 prepared but not officially released. Very scarce positional piece. Fresh and fine. Mint never hinged.
Note: the 65c was withdrawn prior to release of the commemorative set. Several mint and used examples of the 65c exist which are believed to have come from a few sheets distributed in error with the other values. See catalogue footnotes
