Note: the 2nd World Black and African Festival of Arts and Culture was originally scheduled to be held between 22 November and 20 December 1975, but the event was postponed by the Nigerian Federal Military Government due to the lack of facilities. The event eventually took place in Nigeria between 15 January and 12 February 1977. Stamps for the original 1975 event were prepared for issue in Guyana, but were withheld and overprinted before release 1 February 1977
