Stamp-sized essay in carmine ink by James Berry of the 1s value for the Inauguration of Parliament, on thick card mounted to red background card measuring circa 70 x 52 mm, as submitted to the Western Samoan Government for approval which requested various modifications, including replacing the stylised flower arrangement with the new parliament's mace and the colour changed to blue.
