10s/1s South Pacific Games block x 4 with surcharge missing from top stamps due to significant down shift. Lower stamps with surcharge and overprint transposed (ie, surcharge at top and overprint at bottom rather than the other way round). Very scarce as just 20 stamps can exist missing the surcharge.
